Description This article describes issues or challenges when trying to move around FortiClient EMS licenses/seats.
Scope

FortiClient EMS.

Solution

Scenario:
At times, customers will ask to move around licenses/seats between FortiClient EMS VMs, note that if the base license is of a SKU which has gone EOL/EOS, it is highly likely that it will not be allowed to merge licenses/seats onto it that has a more recent SKU.

Example:

FortiClient EMS is registered with license contract SKU: FCXX-1X-EMS01-297-02-DD (FortiClient Fabric Agent), which supports EPP and AV features. Customer is requesting to merge another license with SKU: FC1-10-EMS04-429-01-12 onto it to make up more seats.

SKU: 297 has gone EOL hence will not accept any merge from a more recent license SKU (e.g. 429), Customer Service will not be able to go ahead with this kind of request and will ask the customer to convert the 297 license to a new SKU.

Solution:
The 297 SKU license needs to be converted through the FortiCloud Portal (which customer can perform). When converting the license from FortiClient Fabric Agent to FortiClient ZTNA & CASB (devices/users), the old license will get cancelled and the system creates a new contract number for SKU: FCX-15-00000-428-01-DD for ZTNA along with a complimentary 30 days of ZTNA+EPP (SKU: FCX-15-00000-426-01-01) with the equivalent seats.

Technical Tip: FortiClient EMS licensing guide 2023 describes the process of how the license conversion works:

When the license is converted from the old SKU: 297 to the new SKU: 428, the below features will be lost:
Antivirus (AV), anti-ransomware, anti-exploit, cloud-based malware detection, Application Firewall, software inventory, USB device control, and advanced threat protection via FortiClient Cloud Sandbox.

Customers must process a co-term contract with SKU: 426 to get EPP and AV features enabled.
