Which shaper is processed first?

A shaper can be applied to a firewall policy or used with application control. Which of these are processed first in FortiOS?

And if both are applied, which of those takes precedence?

Hi there!

First system shaper, then policy and last application.

Which means if system shaper is high, but policy is low and the application is medium, the traffic would be medium.
