Web Filtering Not working

Hey guys,

I have a new setup with fortimanager and a mix of 140 and 90s. I am trying to setup web filtering with the categories. When I create a policy and block all adult for instance I am still able to get to those sites? When I setup a single URL block that works. I know I must be missing something but can not find the answer. Any help would be appreciated.
