Web-filter to block email

i have two policy to block the gmail,,hotmail and yahoomail in internal3 and other policy for FSSO users to allow them login to yahoomail gmail and hotmail the both policy was wroking fine and i put the FSSO policy up to the policy of internal3

today the emails is bolcked for all i checked the web-filter profile for internal3 and FSSO is configured probably could you please help
