Web address blocked as "unrated" but is in a "custom category"

My Fortigate 80E blocks a couple of websites that officially are "unrated" because unrated address are blocked in my policy, but I've added all those addresses to a custom category that instead is allowed in that policy. Why does the system not consider the right category?    This problem is appeared with new FortiOs 6.0.
