WAN LINK LOAD BALANCING FAILURE

Hi 

Recently we have faced WLLB Choked on that time I need to find which user is consuming high bandwidth like (Download & Upload) like policy-wise and  needed to enable traffic shaper  but I don't know how to find it as policy-wise and failed to do it 

is there any CLI to find it and is any better way to solve this issue
