VPN - SSL Web Application Blocked

Hello,

I am trying to setup web access via SSL VPN.  I am using split tunneling which appears to be the problem.  I made the various policies.  The SSL >  Inside is working great.  I am trying to do SSL > other interfaces we have but cannot get any of those to work.  I included the IP's for each service within each of the policies as well as within the SSL-VPN Portals Routing Address settings.  Also I tried to add a bookmark for O365 and added a SSLVPN > Outside policy and allowed it to 0.0.0.0/8 but that's also not working.  The page never loads and I see errors within fortiview > VPN that say "SSL Web Application Blocked"

Running 5.4.5 on Fortigate 600D
