Using Fortimanager to set password policy and passwords

Can you use FM to set password policy and passwords.

If I go into FM and go to a Fortigate, then to display options, it has "Inherit From ADOM" selected, and you cannot select Admin Settings.

So where can you set admin settings for the Adom?

I am on firmware version 5.4.2.

Found It. I find this firmware VERY confusing.

But, can you set password policy for the whole VDOM?
