Using Captive Portal per VLAN without ForinetAPs

Hello

We have another brand of AP other than Fortinet's APs and we would like to setup captive portal to authenticate wireless users. We have set the captive portal on the interface/vlan that they pass through but they can still browse the web without being prompted to sign in. How do we force captive portal?
