User should not be able to unregister forticlient

Hi All,

We are trying to install fortclient once installed users should not be able to unregister but administrator must be able to unregister.

can you please help us to create this customized setup using fort client tools(Config file).

Please share the default config file and help what needs to be change in config file.

i have tried the same but user is able to unregister the same attached the config file for reference please help me what needs to be change in this
