Your permissions aren't right, and while it can be done in the GUI tray, there are quite a few needed. There's a systemctl list command and a list of I think 7. Also you can refer to the JAMF schema which should have that list also. Let me review my notes and see if I can give you more.

ow do I remove the corresponding virtual; “VPN” interface that is created in Settings > Network > VPN once that pop-up is approved? “VPN” is never used or active. It confuses end-users since it's not the actual VPN that they need to use.

There are no official documents that describe this scenario and what macOS frameworks govern its management.
