Transparent encryption between two fortigates

Hello, everybody,

we need to encrypt internal network traffic (between 2 fortigates). I wanted to use IPsec VPN for this. The problem here is that VLANs are not possible.

Is there a simple way to transparently encrypt network traffic between two Fortis so that L2 communication is not 'touched'?
