Traffic shape policy using applications not working in 5.6?

When I set up a shape rule based off an application it shapes everything.  I have tried different variations and followed what the 5.4 cookbook says.  Could this be bug in 5.6?  It does not let me leave destination/source blank.

    Hello isd876,

     

    You are trying to create a policy under policy-based NGFW. The 5.4 cookbook's instructions are for profile-based NGFW. The policy-based NGFW is a new feature that was introduced in 5.6. The policy-based NGFW simplifies policies creation and in this case, you specify everything in that one policy.

    I was able to get it figured out.  The one speed test website I was using just happen to be categorized as video, which made me think all traffic was being shaped for that network.  Looks good now.
