Through Put slow thru Fortigate 90D

I have a fortigate 90D that I get slow thru put performance. Noticed this while using steam to download a game, thru put was horrible. Switched my gateway to my ASA and thru was normal. ASA and fortigate use same uplink switch and router, so issue isn't there.

diag hardware deviceinfo nic shows no errors and everything is clean for both inside and outside interfaces. Switches the fortigate connects to are also clean, so not a speed/duplex issue.
