Terminal Server - FortiClient just connect from the Admin account

Hi

I have a terminal server machine, I installed forticlient using the local admin, I test making a connection from this users and works fine.  When I switch to other user in the same terminal server, I'm not able to connect.  I receive error code 12.  But if I swtich to the Admin account I'm able to connect.

I already uninstall the app and install it again using the end user account without any success.
