Stateful Firewall on FortiWeb

Hello, so I'm new to using the FortiWeb appliance and have a question on the firewall policy and logging.  I have a test Server policy configured with virtual server and all the associated pieces and it's working fine with the firewall default setting to "accept".  When I create a firewall policy rule to match this traffic and set the action to "deny" then my test server stops working.  I can't seem to find anything logged in the WebUI but is there a way to debug this traffic properly where I can see what is happening? 

A packet capture simply shows the origin connection attempt and retries.

Any hints, clues  or assistance is appreciated.
