SSL VPN to IPSEC-Split Tunelling

Hi Guys,

I have a a route-based IPsec VPN between two FortiGates 30E and 60E.Smaple screenshot is below.SSL VPN connects fine and i can access local subnet without any issue.However cannot reach the 172.16.200.0/24 network which is on other side through the SSL VPN.Split tunneling enabled as per the forigate cookbook guideline but nothing works.  Sample screenshot is below.
