SSL VPN Only Connecting On WiFi

Have an ssl vpn setup, just using the default certs in a new fortigate instance on AWS. 

It's fine connecting when on WiFi (any WiFi network) but if I turn wifi off it just says 'connecting' in the forticlient. If I turn WiFi on again, it prompts for auth and when entered connects.
