Is there any configuration on FortiGate that prevent SSL-VPN remote users from copy and paste from server .

Can you please elaborate what you are referring by copy and paste? In case you are referring to HTTP POST it can be blocked by webfilter:

If you're after RDP/VNC clipboard, this might be the answer:

clipboard
Enable to support RDP/VPC clipboard functionality.

And I think this is only for web portal, not for tunnel/forticlient.
