SSH Fortigate blocked only for admin accounts

I am having issues with SSH access on Fortigate.

When I log in via LDP, it works correctly.
However, when I use a "local account," I get the following error on Fortigate after entering the username:

Administrator pam login failed from ssh(XXXXX) because of blocked IP

I should mention that I am using the "Restrict login to trusted hosts" option with the correct IP already configured, and the IP shown in the log as failed does not match the one I am accessing from. Could you help me understand what is happening?
