SNMP Alert on Ping Server Failure

Hi, Guys I need help, I want to enable SNMP Alert on ping server failure, if that is possible.

This is because when my one of ISP goes down, Interface remain up so no trap is received on solarwind, I want this alert to be seen on solarwind, Any solution/idea?
