Setting a penalty in the call queue

Hello, I am setting up a fortivoice server for a client and ran into a question about setting up a queue.
I need to make sure that a call in the queue is routed to one operator only if everyone else is busy
for freepbx (astersik ) I can use the per-operator penalty option. It looks like this:
100,0
101,0
102,1
respectively, if operator 100 and 101 are busy, the call is transferred to operator 102

how can this be configured in the fortivoice queue? FortiVoice Firmware version v6.4.3(GA)
