Sending traffic to the better connection

Currently we have a 90D at our MAIN office and 30d at each branch.

We have configured Site-to-Site VPN using WAN1 and connected an ISP base metro VPN to WAN2

What we want to accomplish is when ever the internet is slow on WAN1 the route traffic to WAN2

How can we get this ?
