Please check the inspection mode of the policy. It should be proxy based inspection.

You can also use Static URL filter to block/allow a specific web-site

Kindly provide more details about the issue, it is not clear when you say 'None of them are applied on the network'. Secondly, the error in privacy may be due to block page being sent by Fortigate which uses the FGT CA.
