Are you able to provide some more details on where you are seeing that error?

You must format the boot device.

When it says 'Press any key to display configuration menu', please press a key to bring up the BIOS menu. You should be able to press 'B' and boot into a backup partition. If this does not work, you will have to format the hard drive and flash new firmware on as per https://community.fortinet.com/t5/FortiGate/Technical-Tip-Formatting-and-loading-FortiGate-firmware-image/ta-p/197617
