release rule does not work / Device blocked impliciti deny rule

Good morning, I recently updated my firewall 200D to version 6.0 of FortiOs and realized that even putting the devive in a rule Allow not all the services of this machine go through the rule and some are blocked. I would like to know if someone has already experienced this with a server configured on a full release rule having packets blocked by the deny rule?   this device is an Ubuntu server in the release rule is configured with your IP and device Some of the access is freed on this rule and the other packets are stuck in the default rule   Can someone help me? I have an open call case but it was escalated to level 2 and I have no return
