Redundancy and load balancing from onpremise Forti site

I have one onpremise site with 2 internet link These 2 internet link are connected on the same fortinet with redundancy and load balancing User group A (192.168.30.0/24) use primary link A (gateway : 70.x.x.x) user group B (192.168.40.0/24) use secondary link B (gateway 150.x.x.x) When link A fail all user are routing on Link B and when link B fail, all user ar routing on link A

I have one server on microsoft Azure (gateway : 51.x.x.x and LAN 10.10.x.x/24)

I have configured IPsec VPN to Microsoft Azure using Link A and it work fine

How should I configure AZURE VPN in other to add link B then keep redundancy and load balancing of user group A and group B with link A and link B ? Please advise
