No, I don't think it would be easy to do. Usually, there is no need for email alerts from Fortigate - if you monitor your Fortigate via SNMP, it is very easy to monitor traffic rate passing the interface and then your SNMP manager can send email alerts if you want so.
On Fortigate, we have option to send email of SD-WAN health monitors via an automation stitch, but it is not exactly bandwidth used. The SD-WAN logs do include some value that MAY tell you current bandwidth used, but it is in theory - I haven't tried it myself.
