Quarantine Message issue

I observed following issue.

We have incorporated URL modification policy like if any user from external domain giving email having URL, Forti mail will remove the URL and deliver the message to my end user mailbox and also keep a copy of that message in system quarantine. Now, if recipient user wants that URL for business purpose, we released the email from system quarantine. But observed unmodified copy of URL is not sending from Forti mail, rather same modified URL email has been sent.

How to resolve this thing

Anyone has any idea, please help me.
