Quarantine accounts not automatically created

Hello,

When we set up my Fortimail, we set it to sync with LDAP, so I was under the understanding that Quarantine user accounts would be automatically created as users got messages that should go to their Quarantine Folder. This doesn't appear to be the case, as I have several users who don't have an account on the Fortimail. Any ideas?
