Policy with webfilter not working

I have 3 Policy's. 2 with extra created webfiler with URL Filters allow specific sites and the default.

The first policy is with source address is one computer. Second policy is also source address filter on a set of computer and the last policy is for all sources.

But all computers uses the last policy and the first two are never used.
