Policy Based Routing on Fortigate FG300C

Hi All I am configuring PBR on FG300C the requirement is as under From Server 192.168.99.1 in one of the DMZ ( subnets 192.168.99.0/27) traffic should go to destination network 149.143.0.0/16 using PBR and next hop is 172.16.100.28 which is not present on this FG300C Incase I put a static route for destination 172.16.100.28 via another interface through which the destination will be reachable will PBR work 172.16.100.0/27 is connected on some other firewall which is not direct terminated on FG 300c
