Per-ip-shaper is not working

Hi Team!

 

i am using per-ip-shaper for my system but on my testing system per-ip-shaper is not working...

thinking that my configuration is not correct,can you tell me my configuration is correct or not...

    What exactly is "not working"? Can you post some measurements, please?

    And post your traffic shaper config (config firewall shaper ipshaper).
