Only Jobstreet website unable to block

Hi everyone,

I am having a strange issue with only [style="background-color: #ff9900;"]jobstreet[/style] website unable to block with UTM web filter.

Non HR Users still able to access jobstreet website even though web filter been and apply to their ipv4 policy.

Below is the web filter screenshot.

Fortigate model: Fortigate 200D

Firmware: 5.4.6
