Not able to block the email messages containing confidential information

Device: Fortinet 1000C Version: V.5.2.6, build711

Problem: Not able to block the email messages containing confidential information like credit cards using MS-Outlook.

I do follow the Fortinet documents on how to use the DLP of Fortinet but no luck. Please help
