Newly created VPN Tunnel cannot be added in static route

Hi, I just created a new site-to-site VPN phase 1 and phase 2 on a Fortigate 60C.

When I go to Router > Static > Static Route > Create New > Device, there are only dmz, Internal, modem, wan1, wan2, ssl.root on the list. The new VPN isn't there.

Any idea?
