Newbie VPN Issue

Hello Good Day!

I'm new on VPN thing. My friend setup IPSEC VPN. Now here is the problem, When I connect on other network through wifi or cable I sometimes cannot connect to the VPN like 70% - 80% of the time but when I connect my laptop to my Mobile personal hotspot I can connect to the VPN. Any ideas?
