Need to allow All websites to particular IP's

Dear All,

 This is my first post,

we are using fortigate 40c  v5.2.8,build727 , we have one requirement that is need to allow all websites to some particular IP's, by default we are blocked some of the websites to  all users but i want to allow all websites to some IP's.

If anyone knows please help me.
