Multiple endpoint policies assigned to a single workgroup

In EMS can I assign multiple endpoint policies to a single workgroup (i.e. one for remote access and another for web filter, vulnerability scan and system)?  What I've read suggests I should be able to do it, but when I try it out it only applies the policy with the lower priority number.
