mtu setting different on HA Fortigate than primary

Hello, I have come across a tunnel configuration with mtu of 1473 on one Fortigate firewall however the other Fortigate (HA) limits the mtu of 1472. The hardware/software on both Fortigates are exactly the same. Any thoughts or leads would be greatly appreciate it.
