Just wanted to ask more information about this: FG-IR-23-407

does it mean site to site ipsec with dyanmic sources or is it talking about users being assigned a dynamic ip via ipsec

First of all, it is PSIRT, not PRIST.

This is for the "dynamic" type of IPSec VPN, which is actually for the dial-up type IPSec.
