Migrating from Palo Alto in Azure to Fortigate in Azure

Yes, you can migrate a Palo Alto VM-Series to FortiGate-VM in Azure without creating a new VNet, but I would not recommend putting the FortiGate interfaces into the exact same subnets currently used by the Palo Alto unless the design specifically requires it.

The cleaner and safer migration design is:

Same VNet → new dedicated FortiGate subnets → gradually move Azure UDRs from Palo Alto to FortiGate.
