Meaningless Content Rating Classification

Can anyone provide me with an explanation as to what exactly the rating category " Meaningless Content" refers to? FortiOS 4.0 MR3 Patch 8 I started out blocking the category but it resulted in blocking a critical website which is a user self-service portal to record absences from work.

    This category was before name as " Miscellaneous" and the basic description is -- " This category houses URLs that cannot be definitively categorized due to lack of or ambiguous content." You can select a URL and do " rating Overrides" to avoid the blocking.
