Lost admin password fortigate 81F

Hello! Need help with reset admin password. Previous administrator disable sim-card and leave to another country.

but version of firmware another or maintainer is disable.

If my fortinet start, i'ill see in console menu:

[C]: Configure TFTP parameters.
[R]: Review TFTP parameters.
[T]: Initiate TFTP firmware transfer.
[F]: Format boot device.
[I]: System information.
[B]: Boot with backup firmware and set as default.
[Q]: Quit menu and continue to boot.
[H]: Display this list of options.

Then if i choose "Q" system starting full and login maintainer and pass "bcpbFGT81FT*********" not working.

How i can reset password without hard reset config?
