Looking for a Firewall

As per your description you are looking for a firewall which supports the following feature:-

1. Support CVMP for FIPS 140-2 on NIST site (clearly documented support for WI-FI and Ethernet)

2. Display a splash page on firewall login
Default admin page can not be modified but other authentication page and other UTM block page can be modified

3. Can display the authoritative time clock / NTP
Yes default NTP server or custom NTP server feature is available

4. Support VLANs
Yes, we can create VLAN

5. Control Inter-VLAN cross talk via ACL or Firewall rules
Yes, inter vlan routing is possible by using firewall policy

6. Support Wi-Fi
No, FortiGate does not have feature of wifi but you can connect a AP in one of the interface of FGT or use FortiWifi

7. Inventory - Display host name, MAC address, IP address
Yes, it is possible and you can monitor it from dashboard

8. Disable remote access
We can disable remote access applications services as per the firewall policy rules

9. User management
We can create separate administrative account for mgmt. purpose or for better managing of firewall you can also add FMG

You can select model based on your traffic flow and consumption of data in your organization.
FGT 40F,60F are good small end models.
Also FGT 70F has been recently released.
