Login page not appear

Hi all, I' m doing configuration on Fortigate 80C to do web filtering using Fortiguard. For every category of web filtering it is allowed to do override. I add the override section and it' s succesfull. Once i typr blocked URL it will display block page with override link, after I click the override link no login page appear and it prompt message to contact administrator for authentication. I hope somebody help me in this matter. Thank you in advance.

    If you are using the Fortigate' s internal authentication method, make sure you have created a user (and password) and placed this user into a user group then assign that user group to the FortiGuard Category (that the URL is listed under).

    Thanks Dave for your response, I have created user and password, add to user group, assign user group to override the web filtering in web filter menu in UTM. however, it' s still not working. The block page appear, after I click override link, the page won' t appear and it' s display message, " Please contact administrator for authentication "
