Issues with FortiClient VPN - stuck at 98% and another at 95%

Banging my head up against the wall here - I have a few machines that when upgraded to Forticlient 6.0 - the SSL VPN sticks at 98% and another at 95%.

I have ran the Remove Tool - the reinstall tool - ran through the miniport fixes - downgraded to 5.6 - checked TLS settings in IE.

Nothing seems to  help get them connected. I am on 6.0 on my PC and I can connect just fine, as can other users in the same groups. 

In the Fortigate Logs - you can see a successful connection to the FGT - but the client just stays at 98/95%. When trying to use the latest 5.6 client, the same thing happens after 6.0 had been installed.

Does anyone have an suggestions on what I could try next? Most of the common troubleshooting from when the 98% was a big deal on 5.4 do not seem to work.
