Issue with Hub-to-Spoke setup, two firewalls are located on cloud

Does anyone knows the proper way to setup Hub-to-Spoke while firewalls are located on Huawei cloud.

Not sure what you mean, the deployment should be the same as any other cloud platform.
I assume you already have the FortiGates installed in Huawei Cloud?
As long as UDP 500 and 4500 and able to pass to the FortiGate, VPNs can establish.
If you can elaborate a bit more on the specific problem you are having, that would be great.
