Issue deploying fortitokens

We have a problem when moving the tokens, the users receive the email (to the work computer) to be able to configure the app using the qr code or the activation code. If they do not do so when they leave the forticlient, the next time they enter it asks for the token, as many have not configured the fortitoken and do not have the possibility to do so (they do not have access to email because they must enter the forticlient to access). I have tried to activate the double factor so that I send you the mail with the qr and then deactivate the double factor for when they have the application configured, reassign them the same token, but that does not work, even if I assign them the same token, we must return to configure the phone app. There are some idea that how I can do it?
