ISDB not fully listed

Hello,

I have a query as to why one of my FortiGate has 1651 internet services available and the other has only 183. I tried manually updating the DB using execute update-now command and when I check for the DB version it is the same. Is it because of the firmware? How do I solve this?

It appears one of them is keeping old/unused entries, maybe you restart both the devices as mentioned in the article https://community.fortinet.com/t5/FortiGate/Technical-Tip-Why-there-is-different-number-of-entries-in-ISDB/ta-p/197363

I tried restarting both the devices but it's still the same.
